Not clear your purpose.

Did you means to let the whole screen can scrolling on x axis?  I think that's not a good design,  the conent max width shouldn't large than the screen/device width. Just only let the screen scrolling on y axis if the content is too large.

I agree with Vikram, use x scrolling on web app bad idea. It will look bad on your mobile phone screen.
