Gear 2 (Neo) and Gear Fit based on Tizen without Tizen Ecosystem. So I don't think that you can write apps for these smartwatches.. Gear 2 (Neo) can connect to SamsungApps, but only to download apps by Samsung.

Samsung unveil a SDK for Gear 2 and Gear Fit. Its included in the Samsung Mobile SDK

Gear = Tizen = SDK is not available atm

Gear Fit = not Tizen = CUP in the MObile SDK
