No System Apps in Tizen 2.3 ?

Hi,
i planed to upgrade my RD-PQ device OS from 2.2.1 to 2.3. I seen some post after update 2.3 there is no system apps are not available like filemanager, camera and like something...
i'm so confused, can any share me it's possible to update 2.3 with system apps? or any other way installing system apps after upgraded to 2.3 ?
