Does GBS & MIC need active Internet connection ?

I am working on a tizen platform build
the gbs.conf and mic kickstart file has repos which are like download.tizen.org/xx/xxxx/xxx , do I really have to mention them, as I have the complete TIZEN source code in my local path.
Do we need a active internet connection for building the complete platform image ?
