Should I use web app turning the internet connection on ?

I'm developing app in emulator and have a question.

web page included html/javascript/css need internet.

Web app is similar like mobile jquery or web page.

When I doesn't turn the internet connection on in tizen, Can I excute the web app?

Hi, If your web app uses any external resources from web, then internet connection is compulsory
