visibility of other application

What I am trying to do is check other specific application is hidden or visible.

I know that by checking Document.visibility, I can check my application's state,

but, is there any way to get this information from other application?

You can not read the visibility state of other application.

but perhaps if your application is at the foreground, then any other application is background

Actually, no API to determine visibility other app.
