Newbie experiencing some problems

Hello,
I am totally newbie and know nothing about building an app. I tried to figure it out before, using the eclipse for my biz mobile applications but i did not complete anything over there either.

The whole reason i am trying to educate myself on Tizen is to create my own music streamin app since Samsung Milk is totally disconnected from Gear S. I am so frustrated with that and i am sure i can build something equivalent to the milk .

Anyway, before i start anything else i thing there is some errors on Tizen 1.1.0 itself. But i want to be on the safe side and ask a question about that.
I already getting the same error that is already mention here :
"Compute Launch button tooltip"

And i was trying to create HelloWorld application and tried to open the basic app on emulator , it gives me an error says :
'Launching AppName' has encountered a problem. Installing the package...> Fail

I would like to know what it is that i am doing wrong or how can i fix this problems?

What i did is i upgraded from 1.1.0 to 1.1.1 and i start using the guide that you provided for Tizen Web Application and i am at the begining of creating the Stage 1 digital watch and trying to see how far i came on the emulator and clicking Debug As Tizen Web Application. Emulator is opening and then i am getting the error of Installing the package... > FailUnexpected error occurred at the below step. `Installing the package...`Please try again later.

When i search about this error i am seeing 2 possible solutions :

1 - Permit to install applications" on the emulator ​(Which we do not have this option on Tizen 1.1.0 or higher versions)

2- Author and device certificates were setup properly.(Here is the thing, i do not know how to set up my certification informations. And it does not mention anything on this step by step guide while they are explaning How To Create Stage 1 Digital Watch example. So i am confused that i can not use the program properly at the begining of my journey and i am feeling like it is nothing to do with me type error!
