I would suggest you to check below property of design guideline.

File format: PNG file with a transparent background
Size for a mobile device: 82 x 82 pixels (based on the WVGA resolution)
Size for the Tizen Store: 512 x 512 pixels

I think daniel's suggestion is good and you can check the config.xml->Overview->Launcher Icon

If you browse the icon from any place of your filesystem... It will launch setup menu... They can u select "circle shape" ...

Other way

Use Gimp and Round-Selection and cut the edges out... Duplicate the insided shape and delete the old background and add a new transparency background and paste your shape to it.

If you have the plan to register the application to the Tizen store, you can receive the guide when your application is in the validation.

Please refer the following steps.

1. Open the "Overview" tab at the config.xml

2. Click the browser button in the Icon menu

3. Check the "Apply a circular shape"
