Is there a way to force the browser app (called "Internet") to empty its cache?

Answer: Yes

Please follow the below steps,

Home -> Settings -> Application manager -> All -> Internet -> click to Clear cache (Cache section)

For that matter, is there a way to open the browser debugging tools?

Answer: Currently Tizen does not support any browser debugging tool

Additional information:

There is no tool Tizen provides for debugging the Internet app. But when you develop an web application you can debug it with Chrome Web Simulator.

Follow these instructions to run a Tizen web application in the Web Simulator and to debug it:

1. Launch the application in the simulator.
2. Hit F12 to open the Web Inspector.
3. Click on Console to have a look at the log messages.
4. Click on Sources, select some JavaScript, and set and control the breakpoints for debugging of the application.
