I've experienced the same scenario while developing Tizen Wearable web app. The reason why the Tittle is moving towards upper portion off the screen, is to make space for the keyboard layout.

This moving up of title is handled somewhere is 'tau.css' I guess. What you can do is to write your own css code (that would override default css automatically) to make the position rigid for the title.
