Signing succeeded, but install failed

Following the link

https://developer.tizen.org/help/index.jsp?topic=%2Forg.tizen.web.appprogramming%2Fhtml%2Fide_sdk_tools%2Fusing_cli.htm

I get to sign my package successfully. But when I install it using web-install command, something went wrong, the error message is

'Destiny.wgt' file transfer successful.
'bx2nReIOKH.Destiny' install failed.
Installation or uninstallation is not working temporarily.

It's odd. I am using the same security profile as my Tizen IDE, how come this happens?

Thanks. The issue is that if I use Tizen IDE to do the signing and packaging, then use command line to install it, yes, the installation go well. But if I use the web-signing and web-packaging to do the signing and packaging, with the same security profile file, same certification, the result package is a little bit smaller than the IDE signed one, and the web-install command line is unable to install it. Saying something like signature is invalid, check security profile.
