What is the difference between the sdk-partner and the  sdk-public sub directories? What is supposed to be in each of them, and how do you populate them?

SDK-Partner directory includes signer to generate partner author signature... After that you can use Tizen APIs with partner privilegs... But you can use them only on developer devices and emulator not on commercial devices.
