Please share the install manager logs.

Assuming you have run the installer with admin privileges.

Though SDK does the HAXM installtion, can you try installing the intel haxm seperately and then install the SDK, https://developer.tizen.org/downloads/sdk/installing-sdk/hardware-accelerated-execution-manager

HAXM is not required for using the TizenSDK. So if it fails your CPU doesn't support by HAXM

You need "special CPU" from Intel...

If you have oldER PC then low chance...

I have tried on 4 Windows PCs... only 1 have installed this Driver...

Without this driver, it could be your Emulator is ULTRA slow...

You can install without HAXM... simple "ignore" and continue...

Hi Dusan Pavlicevic,

Try to install the HAXM drivers manually before installing Tizen SDK, as mentioned by Raghavendra Reddy Shiva earlier.
If it still doesn't work, please share the install manager log file, available at C:\Users\<YourUserName>\AppData\Local\.installmanager\install-log\

Please check if the virtualisation technology is enabled, as it is needed for HAXM.
