No need to install it.

EFL Libraries like eina, evas, edje, ecore and elementary are part of the Tizen platform and are supported native API.

Check the Tizen 2.3 SDK Help Contents and native sample applications for more details on how to use it.

You could also refer to enlightenment.org for more details.

I see there is work in hand to make automated EFL bindings for Lua, will Tizen come with Lua (or better still LuaJIT) preinstalled? Will the bindings include network data requests, device orientation, camera, SQLite, etc...?

I think a Lua app packaging arrangement similar to Love2D (i.e. a zip containing scripts and resources) would be a great addition for Tizen, better still if the same app could be run unaltered on an Enlightenment Linux desktop (e.g. Bodhi).
