Does anybody know if Tizen can support Http Live Streaming, or if there are future plans for this?

Yes, Tizen support live streaming.

I don't have any link for document but in previous release note of Tizen SDK it is mention that it will support . Link is given here. https://source.tizen.org/release/tizen-1.0
