Can the Tizen phone be active if micro sim card inserted?

Hi all,
I am planning to make a TIZEN native app that can locate (or point to) a bluetooth sensor nearby. I was wondering if the Tizen phone distributed at the recent conferecne (San Francisco, 2013) can be active if my current microsimcard is inserted.
