Having doubt on smack rule vs manifest file.

1) Smack rule will be created in the pattern of “subject, object and rule”

example: svc xorg rwxat

2) In manifest file,

<smack request="System" type="w" /> 
<smack request="Camera::statistics" type="rw" /> 

i) what is the difference between both smacks?

ii) where to use manifest smack request and where to use smack rule request?

iii) why two ways?

Please guide me.
