Native app development IDE (wearable 3.0) failed to install

I am trying to make native apps for Samsung gear s3/s2. 

I just cannot get the native app development IDE installed through the Tizen package manager. I have attached the picture of it. It says it couldn’t download the package file. 

Please someone help me.
