TheIssue of PRIVILEGE when the test wgt is created in sdc wearable 1.0.0 or 2.3 on PQ device.

Error code: PRIVILEGE_LEVEL_VIOLATION
Error message: 
Command: /usr/bin/pkgcmd -i -q -t wgt -p “/opt/usr/apps/tmp/****.wgt”
Management: Refer to Help contents > Getting Started with Tizen > Overview > Privilege.

When  i use emulator – everything fine.
  Before it was convenient testit preliminary wgt file in PQ device.

But not with the old time, when i add a publish privilege (power), then  i get error?
    Can this be solved to continue testing on PQ device?
