To receive the incentive reward requires a Certificate of Residence. Under Russian law (I’m from Russia), this certificate can be obtained only for a certain year (like 2016 or 2017).

However, in order to prove the status of a resident, it is necessary to spend more than 183 days in the country. 

Based on this, I can get this certificate only from July.
My friend from the Republic of Belarus also won and also has such a problem.
