2.1b: “Cannot create directory” on uploading a wgt to device

I’m using RD-PQ-REF-tizen-2.1_20130505.1.
 
When I try to upload wgt files to RD-PQ,
I got the following message from Tizen IDE.
 
Initialize of launch environment failed
  Initialize of launch environment failed
  failed to `step context handle` operation
 (Return Code:1103)Cannot create directory.
